Utrecht-Amsterdam cycle superhighway moves a step closer
The province, municipalities and Vervoerregio Amsterdam have agreed on the further development of the Dom tot Damroute.
The cycle superhighway between Utrecht and Amsterdam has moved a step closer. Utrecht province, Vervoerregio Amsterdam and four municipalities signed an administrative agreement for the route, which is intended to allow cyclists to travel more safely and comfortably along the Amsterdam-Rhine Canal.
The agreement was signed on Friday 18 September by Utrecht province, Vervoerregio Amsterdam and the municipalities of Amsterdam, De Ronde Venen, Stichtse Vecht and Utrecht. The route is called F2 Dom tot Dam and is intended to form a coherent cycling connection between the two cities. It is not a single new cycle path, but an improvement and connection of existing sections.
A significant part of the route runs alongside the Amsterdam-Rhine Canal and the railway. In Stichtse Vecht, the route follows the canal from the border at Maarssenbroek to the border at Loenersloot. The authorities involved intend, among other things, to create cycle streets, add traffic-calming measures for cars and improve lighting.
The province also identifies distinctive road markings and signposting as components of the route. This should make the connection not only faster, but above all more predictable for cyclists. The route is intended for ordinary bicycles, e-bikes and speed pedelecs, although the agreement does not mean that all sections will immediately meet the same standard.
In Utrecht, the project is still in the preparatory phase. From 2026, the municipality will work on the design and intends to take a decision in the autumn on the connection across the Amsterdam-Rhine Canal and other components. According to the municipal timetable, construction of various sections is scheduled from 2030.
The choice of a connection across or alongside the canal is one of the most complicated elements. This is where the interests of cyclists, shipping, railway management, traffic and local residents converge. The connection to existing cycle paths will also determine whether the route becomes a fast commuter connection in practice or mainly a series of improved sections.
The agreements make the route more concrete administratively, but do not yet constitute a definitive implementation decision for every component. Vervoerregio previously warned that the regional network of cycle superhighways is behind schedule. For the Dom tot Damroute, the design, permits, financing and technical development still need to be completed.
For travellers, little will change for the time being. The existing cycle routes will remain available, and sections can only be used as a cycle superhighway after separate decisions and construction work. The agreement's main significance therefore lies in the joint planning: five authorities have agreed to develop one regional connection under the same name and with comparable quality objectives.
One story, several perspectives
What is established
- Five authorities have made agreements about the Dom tot Damroute.
- The route is intended to connect and improve existing cycle paths.
- Construction in Utrecht is not scheduled to begin before 2030.
Left
Arguments A fast regional cycling connection helps replace car kilometres, reduces pressure on roads and gives clean mobility more room.
Values Climate, health, accessibility without a car and fair use of scarce public space.
Consequences More investment in cycling infrastructure could lead to less traffic pressure, but requires space and public money.
Centre
Arguments The route is worthwhile if regional cooperation demonstrably leads to safe connections and realistic implementation. The design, costs and interests of other users must first be worked out carefully.
Values Efficiency, safety and administrative reliability.
Consequences Phased construction can limit delays, but makes it uncertain for longer when the full connection will be available.
Right
Arguments Authorities must demonstrate that the investment outweighs the costs and that the route does not come at the expense of motorists, accessibility or maintenance of existing roads.
Values Financial discipline, freedom of choice and practical accessibility.
Consequences Critical scrutiny can delay projects, but according to this perspective prevents expensive infrastructure with limited use.
The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
