PRO opts for European social democratic family
The new merged party is joining the PES while seeking to maintain its ties with the Greens.
Progressief Nederland, known as PRO, is opting to join the Party of the European Socialists in Europe. The members’ vote settles whether the party would formally align itself with the social democrats or the Greens.
The party now presents itself as PRO PES. The members’ choice follows the advice of the party committee and board. The committee argued that the social democratic family is represented in more European institutions and can therefore offer greater political influence.
The choice concerns membership of a European political party, not a direct change to the distribution of seats in the European Parliament. PRO’s eight MEPs will remain divided between the social democratic S&D group and the Greens/EFA group until the 2029 European elections.
The European choice was controversial within PRO. The green wing pointed to climate, nature and animal welfare and felt that the party was substantively closer to the Greens. Social democratic supporters, meanwhile, emphasised the size of S&D, its influence in the European Council and its links with governing parties in various member states.
The formal choice does not mean that PRO intends to present itself substantively as a classic social democratic party. The party board has said it wants to maintain cooperation with the Greens. Exactly what that cooperation will look like depends on the rules of both European political families and on the agreements PRO reaches with partners.
For the party organisation, the outcome is also an attempt to translate the merger between GroenLinks and the PvdA into an organisational structure for Europe. In the Dutch parliament, the former parties already form a single movement. In Brussels, the existing group affiliations will provisionally remain in place, making European unity chiefly a matter of party strategy and building influence.
The result settles the formal choice, but not the substantive tension between red and green priorities. On European dossiers, the party will have to show how social security, climate policy, agriculture and competitiveness can be brought together in a single political line.
One story, several perspectives
What is established
- PRO has chosen formal affiliation with the PES.
- For the time being, the choice changes nothing about the existing groups of the eight MEPs.
- According to its own party communications, PRO wants to maintain cooperation with the European Greens.
Left
Arguments Joining the social democrats gives PRO a stronger platform for employment, income distribution and social security, while cooperation with the Greens remains necessary to prevent climate and nature from being pushed into the background.
Values Equality, solidarity, social protection and ecological responsibility.
Consequences The party may gain more influence over social legislation, but must avoid green voters seeing the choice as a step away from climate politics.
Centre
Arguments The choice is primarily an institutional calculation: where does PRO have the greatest access, opportunities to act as rapporteur and scope to build majorities? A formal PES link combined with substantive cooperation with the Greens seeks to reconcile both interests.
Values Institutional influence, continuity and compromise.
Consequences The arrangement may give the merged party room to manoeuvre, but requires long-term coordination between two European political families.
Right
Arguments A party must make clear in advance which European choices it is making and take responsibility for their consequences. The emphasis on European cooperation must not obscure that voters also demand a say in and oversight of policy.
Values Transparency, accountability and political clarity.
Consequences An overly complicated dual strategy could confuse voters and weaken PRO’s recognisability in the European debate.
The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
