The full electricity grid is making it harder for housing projects to secure certainty about their connection. From 1 October, municipalities can apply for transport capacity early in the planning process, but network operators warn that an application offers no guarantee.
The new procedure is intended for housebuilding, collective housing schemes and school accommodation. Municipalities can register projects up to ten years before their planned completion. This means they must find out earlier whether capacity will eventually be available on the grid and whether a plan needs to be adjusted.
Netbeheer Nederland stresses that the scheme does not create additional capacity. A project may therefore still be unable to obtain transport capacity when the local grid is overloaded. According to the network operators, a rejection is not always final, because congestion studies or technical solutions may create new capacity later.
