Luisterlijn faces cut after record year
Demand for conversations grew, but from 2027 annual funding will be structurally reduced by around €700,000.
In 2025, Luisterlijn handled a record 331,861 conversations by telephone, chat and email. At the same time, the Ministry of Health, Welfare and Sport confirms that the organisation will receive around €700,000 less in funding each year from 2027.
The cut amounts to around 10 per cent of the current funding, according to answers from the Minister for Long-Term Care, Youth and Sport to parliamentary questions. The measure is part of a broader savings target for subsidies within the Ministry of Health, Welfare and Sport.
Luisterlijn previously reported that volunteers handled 331,861 conversations in 2025. That was around 15,000 more than in 2024. According to the organisation, 68 per cent of conversations took place outside office hours, precisely when other support channels are less accessible.
The organisation provides anonymous support to people who need someone to talk to. The subjects vary, but loneliness, worries and anxiety are among the themes frequently mentioned in previous annual reports. The service operates largely with volunteers and is available by telephone day and night.
The ministry says it is not yet clear exactly what consequences the cut will have. Luisterlijn is working on a plan and discussing with the Ministry of Health, Welfare and Sport how the service can continue as far as possible. It is also not yet known how many conversations from 2027 cannot be held, or can be held only after a longer wait.
The funding therefore affects not only the size of the organisation, but also the training and support of volunteers. The minister says the work is safeguarded by law under the Social Support Act and that the service is important for accessible support.
The contrast between rising demand and falling structural funding makes Luisterlijn a test for government policy on the social base. That policy places greater emphasis on prevention, volunteering and support before people need more intensive care. Whether those aims are compatible with less money will become clear from the implementation plan.
One story, several perspectives
What is established
- Luisterlijn handled more conversations in 2025 than in previous years.
- From 2027, funding will be structurally reduced by around €700,000.
- The consequences for the service have not yet been established.
Left
Arguments A service largely supported by volunteers, and whose demand is demonstrably rising, should be strengthened rather than cut.
Values Accessible support, prevention and collective responsibility.
Consequences A cut could particularly affect people who have neither a support network nor the money for other help.
Centre
Arguments The service is important, but the government should determine with the organisation which tasks are most effective and how cooperation with municipalities and care providers can be improved.
Values Efficiency, continuity and governmental responsibility.
Consequences Targeted reform could preserve the core service without automatically restoring the entire budget.
Right
Arguments Subsidies should be reviewed periodically, and the government cannot finance every growing social need without limit.
Values Budgetary discipline, personal responsibility and a smaller government.
Consequences The organisation could be encouraged to organise more private support, volunteers and local funding.
The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
