Rheinmetall starts production of reconnaissance satellites
Dozens of radar satellites for military observation are to be built in Neuss each year.
Rheinmetall has begun producing satellites for radar reconnaissance in Neuss. The German defence company says this marks a step from development to industrial-scale production for the Bundeswehr.
Production is taking place at Rheinmetall ICEYE Space Solutions, a joint venture between Germany’s Rheinmetall and Finnish space company ICEYE. In Neuss, satellites are produced, integrated, tested and subjected to quality controls.
These are satellites equipped with Synthetic Aperture Radar, or SAR for short. The technology can also produce images at night and through cloud cover. According to Rheinmetall, the Bundeswehr will have direct access to multiple satellites within the SPOCK-1 programme.
The German armed forces intend to use the satellite capacity, among other things, to protect a German brigade in Lithuania and to monitor NATO’s eastern flank. The satellites are therefore part of military intelligence, not a civilian Earth-observation programme.
Rheinmetall says that dozens of satellites can be built in Neuss each year. An independent financial publication reported that the first satellite from Neuss is due to be launched in early 2027. That is the company’s timetable and no guarantee that the launch or commissioning will proceed as scheduled.
The move fits into Europe’s efforts to become less dependent on foreign space capacity. Radar observation from space can quickly provide information about infrastructure, troop movements and changes on the ground. Its value, however, depends on resolution, revisit time, data processing and how the information is used in military decision-making.
For German industry, the project represents an expansion of defence production into the space sector. For European governments, it also raises questions about oversight, export rules and the boundary between defence infrastructure and commercial satellite services. Rheinmetall has not yet published full technical details of the planned constellation.
One story, several perspectives
What is established
- Rheinmetall and ICEYE are producing SAR satellites in Neuss.
- The Bundeswehr will have access to part of the satellite capacity.
- The satellites are intended for military radar reconnaissance.
Left
Arguments Emphasises that military space capacity requires democratic oversight, transparency and clear limits on surveillance.
Values Human rights, peace policy and public accountability.
Consequences Fears an arms race in military satellites and the use of data without sufficient oversight.
Centre
Arguments Sees European production as useful for security, but wants parliamentary oversight, privacy safeguards and clear agreements between commercial and military users.
Values Strategic autonomy, the rule of law and proportionality.
Consequences Highlights both the security benefits and the risks of dependence on a single supplier.
Right
Arguments Believes that Germany and Europe must rapidly build up their own reconnaissance capacity in order to deter credibly and support allies.
Values National security, military readiness and industrial strength.
Consequences Fears that delays will leave European armies blind to military threats.
The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
