Luiz Inácio Lula da Silva and Flávio Bolsonaro took part in the first direct televised debate of Brazil’s election campaign on Sunday. The debate took place a week before the decisive second round and was marked by personal attacks and differing proposals for governing Brazil.

The debate was organised by TV Bandeirantes in São Paulo. Lula, the incumbent president from the Workers’ Party (PT), and Flávio Bolsonaro, a senator for the right-wing PL, had not previously faced each other directly in a televised debate during this election. Both reached the second round after the first ballot on 4 October.

Security was one of the first major points of contention. Flávio Bolsonaro promised tougher action against criminal organisations and spoke of a war on so-called narcoterrorism. Lula emphasised the role of the federal government and referred to investigations by the federal police. The candidates thus gave different answers to the question of how powers and responsibility for security should be divided.

The economy also led to sharp exchanges. Flávio Bolsonaro presented himself as an advocate of stricter budgetary discipline and a smaller role for the state. Lula defended his social and economic policies and emphasised public services. Flávio’s campaign has previously spoken of a substantial budgetary adjustment, but during the debate the political differences were the main focus.

The candidates also discussed the temporary release of prisoners, the handling of the coronavirus pandemic and the working week. Flávio had previously said that he had voted in favour of ending the six-day working week with one day of rest. Lula linked his own policies to protecting workers and public healthcare.

Healthcare was a separate point of conflict. Flávio Bolsonaro said he wanted to bring the services of the public healthcare system SUS up to the level of the private Hospital Israelita Albert Einstein. Lula then asked whether this would mean privatising parts of the public system. According to reports, Flávio did not offer a proposal that fully resolved the disagreement.

The debate is also likely to continue online. At this late stage, both candidates and campaigns are focusing on short video clips that can be distributed via social media. This makes isolated statements more important, but according to an analysis by CNN it may also mean that clips are shared without their original context. The second round will take place on 25 October.

Centre

Arguments Brazil needs both credible budgetary rules and effective public services. Security policy should be tough where necessary, but remain within legal and institutional boundaries.

Values Administrative continuity, feasibility, the rule of law and compromise.

Consequences A gradual course may be more stable, but could disappoint voters demanding rapid change.

Right

Arguments The state should take tougher action against crime, control the budget and reduce inefficiency in public services. Economic growth and order are prerequisites for social progress.

Values Security, individual responsibility, entrepreneurship and financial discipline.

Consequences Stricter policy may strengthen the authority of government, but could also weaken social protection or cause conflicts over civil rights.

The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
