Storm Dana Adam hit large parts of Spain’s eastern coast on Monday. In the Valencia and Alicante regions, rivers and streams have burst their banks, roads have been closed and emergency services deployed.

According to Spanish public broadcaster RTVE, two people have so far died in the severe weather: a woman in Cabrera de Mar near Barcelona and a woman in Sagunto in Valencia province. Authorities warn that this number may still change as rescue operations and checks continue.

Mobility restrictions are in place in parts of the coastal areas of La Safor and La Marina Alta. Via the Es-Alert warning system, the regional government urged residents to stay at home and move to higher floors if water enters their homes. According to the regional government, the measure is intended both to protect residents and to make room for emergency services.

The Spanish weather service Aemet reports that more than 500 millimetres of rain fell in some places over 48 hours. Locally, the total rose above 600 millimetres. In Oliva, 131.9 millimetres was recorded in one hour. Such amounts can quickly lead to flooding, especially when the ground is already saturated.

Emergency response efforts are being hampered by closed roads and flooded access routes. The military emergency response unit UME is assisting firefighters, police and local services with evacuations. In Alicante province, people were among those brought to safety from a campsite near Xàbia. In Pego, local authorities reported that residents were waiting for help on rooftops.

The severe weather is also affecting education and transport. According to RTVE, lessons have been cancelled in Valencia and Alicante; RTVE says more than 100,000 pupils are staying at home. According to RTVE, train services have been suspended or may be altered, and passengers have been asked to check their flight and travel information.

According to Aemet, the storm will move towards Catalonia later on Monday. Warnings have also been issued there for heavy and persistent rain. Reporting on the rainfall and its effects is still developing; the amounts cited are measurements from individual locations and do not apply to the entire region.

One story, several perspectives

Centre

Arguments The institutional approach is to introduce warnings, evacuations and infrastructure measures step by step, based on measurements and risk analyses. The response should be evaluated once the acute phase has passed.

Values Proportionality, expertise and administrative coordination.

Consequences Targeted restrictions during the danger, followed by an investigation into damage, communication and the performance of emergency services.

Right

Arguments The first priority is rapid order, accessibility and the protection of property and the economy. Restrictions should be temporary, clearly justified and kept as limited as possible once the immediate danger has passed.

Values Personal responsibility, public order and restrained government.

Consequences Emphasis on enforcing evacuation and traffic rules and on the rapid reopening of roads and businesses, alongside targeted rather than broad climate spending.

The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
