Volodymyr Zelensky has spoken to US Secretary of State Marco Rubio about the delivery of Patriot systems and other military equipment. Kyiv says American approval for some transfers is still pending.

The conversation took place against the backdrop of new Russian attacks and mounting tensions between Kyiv and Washington. Zelensky has previously said that countries that have bought Patriot systems for Ukraine are waiting for US permission to transfer them.

According to Axios, Ukrainian officials are seeking support in Washington for the delivery of vital air-defence equipment. The Ukrainian government links the delay to broader disagreements over the conditions for peace negotiations.

Patriot systems are designed to intercept aircraft and certain ballistic missiles, among other threats. Ukraine already has such systems, but says the available capacity is insufficient to protect cities and energy infrastructure everywhere.

A Reuters report, distributed via the French financial news site Boursorama, also said that Zelensky spoke to Lockheed Martin about speeding up deliveries. The reported conversation with Lockheed Martin about Patriot deliveries does not in itself confirm approval for new deliveries.

Washington has not fully confirmed Ukraine’s account of a political delay publicly. It therefore remains unclear whether the problem is primarily logistical, procedural or political. The talks in Oslo about a possible peace process give the issue additional weight: military support and diplomatic pressure overlap here.

For Ukraine, the timing is particularly important. The country wants to strengthen its air defences before new attacks on cities and infrastructure take place. For the United States, the issue is also about control over exports, commitments to allies and how military support is used in negotiations.

Values Reliability, proportionality and administrative oversight.

Consequences A procedural delay could create a temporary risk; a rushed transfer could cause escalation and stockpile problems.

Right

Arguments The United States may determine how and when its military technology is used and may link support to a realistic strategy for ending the war.

Values National sovereignty, deterrence and negotiating power.

Consequences Conditional support could increase pressure on Ukraine and Russia, but could also make allies question American reliability.
