The Council of the European Union took decisions on Monday making €4.9 billion available for Ukraine. Most of the money reimburses military support already provided by member states; additional funds will go to the EU training mission for Ukrainian troops.
According to the Council, the decisions release €4.7 billion for partial reimbursement of military aid provided by EU member states. A further €230 million is earmarked for EUMAM Ukraine, the European military assistance mission that trains Ukrainian troops.
The new decisions implement a political agreement among the member states. That agreement provides for a total of €6.6 billion under the European Peace Facility. Of this, €1 billion was intended for new military aid and further strengthening of the training mission in 2027.
With the decisions taken on Monday, total support for Ukraine through this fund reaches €10.8 billion, according to the Council. Of this, €9.9 billion is intended to reimburse military support and €950 million for military training.
The European Peace Facility falls outside the regular EU budget and is financed directly by the member states. The fund is intended to help countries and international organisations with defence and security policy. Support for Ukraine is linked to the European commitment to Ukrainian sovereignty and territorial integrity.
For the Netherlands, the decision means that European support for Ukraine will continue, even as member states separately decide which military equipment they provide. The Council refers to reimbursement of aid already delivered; the decision is therefore not the same as a new joint arms delivery worth exactly €4.9 billion.
