Brazil’s Supreme Court has ordered federal police to investigate possible foreign funding of Flávio Bolsonaro’s presidential campaign. Possible paid messages and algorithmic influence on social media are also being investigated.

The order comes from judge Flávio Dino, who ruled on Tuesday that the suspicions should be examined in a separate police investigation. Among other things, it concerns who paid for online advertisements, where the money came from and which people or organisations in Brazil were involved.

According to the ruling, possible contacts between the US-based Rockbridge Network and Brazilian entrepreneurs Tallis Gomes and Pedro Sang will be examined. Investigators must establish whether money, personnel or other support was offered to Bolsonaro’s campaign.

Police are also investigating posts on profiles outside Brazil that targeted Brazilian voters. The posts allegedly expressed support for Bolsonaro and used data from the betting platform Polymarket to portray his chances more favourably. The precise scale of the campaign and the origin of the payments have not yet been established.

Dino also linked the investigation to possible interests involving rare earth metals and other critical raw materials. This does not mean that a connection has been proven. It is one of the possible lines of inquiry that the judge says police must investigate.

Foreign funding of Brazilian election campaigns is prohibited. The central question in the investigation is therefore not only whether foreign actors tried to exert influence online, but also whether that influence directly or indirectly provided a campaign advantage.

The allegations have not been established and the people and organisations involved have not been convicted. The case comes shortly after the presidential election, in which Luiz Inácio Lula da Silva defeated Flávio Bolsonaro. The timing makes the investigation politically sensitive, but does not alter the evidential position: that still has to be built.

Centre

Arguments An investigation is justified, but must remain independent, verifiable and strictly separate from political retribution after an electoral defeat.

Values The rule of law, evidence and institutional neutrality.

Consequences A careful process can both expose foreign influence and limit unfounded allegations.

Right

Arguments Judges must not criminalise campaign activities and opposition networks on the basis of political suspicions.

Values Political freedom, freedom of expression and state restraint.

Consequences A wide-ranging investigation could discourage the opposition and further damage confidence in the judiciary.

The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
