Professor Marjan Olfers is launching an independent inquiry into the culture within the organisation on behalf of cycling team Picnic-PostNL. It follows earlier publications about an alleged culture of fear in the men’s and women’s teams.
Picnic-PostNL asked Olfers to lead the inquiry. She says interviews will be conducted and questionnaires distributed among those involved.
NOS Sport and the In de Waaier platform previously reported on the culture within the team. They described experiences from current and former riders and staff who said they had not felt free to voice criticism. These are reported experiences and allegations.
Picnic-PostNL says it recognises the seriousness of the reports, but says it does not recognise itself in the general picture sketched in the publications. According to the team, experiences differ within the organisation. At the same time, it wants to investigate how the team culture is experienced in practice and the extent to which it corresponds with the standards the team aims to uphold.
Sponsors Picnic and PostNL previously said they considered the signals serious and would await the outcome of an independent inquiry. The Dutch cycling federation KNWU also said the reports should be investigated carefully. The federation pointed to existing reporting points for transgressive behaviour and abuse of power in sport.
The inquiry concerns more than day-to-day relations within the team. The organisation also depends on sponsors and on a WorldTour licence for the following season. The outcome could therefore affect the confidence of riders, staff, financiers and sports administrators.
For now, what is established is that a formal inquiry will take place and who will lead it. Whether the experiences described earlier are representative of the organisation as a whole, which specific events will be investigated and what measures will follow must emerge from the inquiry.

One story, several perspectives
What is established
- Picnic-PostNL is commissioning an independent inquiry into the team culture as experienced by those involved.
- Marjan Olfers is leading the inquiry; interviews and questionnaires are being prepared.
- The earlier reports are not yet established facts.
- Sponsors and the KNWU have called for careful follow-up.
Left
Arguments The emphasis is on power relations, protecting those who report concerns and a sports organisation’s duty to put a safe working environment above performance.
Values Social safety, equality and the protection of employees and athletes.
Consequences A robust inquiry could lead to independent complaints procedures, changes in management and greater oversight, even if that carries sporting or financial costs.
Centre
Arguments An independent inquiry involving both sides is the best way to assess differing experiences without reaching a prior judgement about the team management.
Values Carefulness, proportionality and institutional responsibility.
Consequences The team can introduce targeted improvements while unfounded conclusions are avoided. Transparency about the method and outcome is essential.
Right
Arguments A performance organisation must set clear standards, but also put individual responsibility and factual substantiation at the centre. Public condemnation before the inquiry could harm talent, sponsors and continuity.
Values Responsibility, legal certainty and organisational continuity.
Consequences The emphasis is on concrete findings and disciplinary measures where necessary, without condemning the entire team collectively on the basis of anonymous reports.
The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
