The suspect in the shooting near Paris has admitted, according to France’s anti-terrorism prosecutor, that he prepared his attack and wanted to target specific groups. One person was killed and seven were injured in the attacks in Trappes and La Verrière.

The 39-year-old Kevin T. appeared in court on Thursday for a hearing on pre-trial detention. France’s anti-terrorism prosecutor Olivier Christen said the suspect stated that he wanted to target people he perceived, based on their appearance, as Muslim, North African or from sub-Saharan Africa.

According to Christen, the suspect chose Trappes because he saw the town as a ‘stronghold of Islamists’. The suspect denied to the prosecutor that he had terrorist intentions. He also said, according to the statement, that he had no regrets.

French justice authorities are investigating the case as murder and attempted murder linked to a terrorist project. They are also examining whether the victims were chosen because of their perceived race, ethnicity, nationality or religion. A judge must decide on further prosecution and pre-trial detention.

The shooting took place on Friday at several locations in Trappes and nearby La Verrière, west of Paris. One person died. Seven others were injured; according to the prosecutor, one of them was still in a life-threatening condition on Thursday.

The suspect was arrested shortly after the attack began. According to the prosecutor, there were indications that it had been prepared. Weapons and materials that police are examining further were found at his home and in his vehicle, among other things. AP also reports indications of previous mental health problems and drug use. The motive has therefore not yet been legally established.

President Emmanuel Macron had earlier described the attack as a racist terrorist act. Its legal classification is still the subject of the criminal investigation. The statements about the motive currently come from the criminal investigation; a judge has not yet ruled on guilt.

One story, several perspectives
What is established
  • The French prosecutor says the suspect selected people based on a presumed religious or ethnic background.
  • The justice authorities are investigating the case, among other things, as terrorist-motivated murder and attempted murder.
  • According to the prosecutor, the suspect denies having terrorist intentions.
Centre

Arguments The institutional approach emphasises that the statements must be carefully assessed and that the judge determines the legal classification. At the same time, the state must protect victims and investigate possible terrorist networks.

Values The rule of law, evidence, proportionality and the protection of citizens.

Consequences An overly rapid classification could harm the investigation and trust in the justice system; acting too cautiously could lead to risks being underestimated.

Right

Arguments This perspective emphasises individual guilt, public order and firm enforcement. It also warns that terrorist labels should not be used without conclusive evidence of an ideological or organised motive.

Values Security, responsibility and equal application of criminal law.

Consequences A broad political interpretation could, according to this approach, intensify polarisation and distract from the concrete criminal case.

The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
