China’s Communist Party has announced stricter internal discipline following a four-day meeting. At the same time, a record number of members of the Central Committee were absent, while 33 senior officials were formally expelled from the party.

The decisions emerged on Friday after the fifth plenum of the current Central Committee. According to Reuters, cited by several independent news outlets, the number of absentees had never been so high in the party’s post-war history. Of the 376 full and alternate members, 279 were reportedly present.

The absence of each individual has not been publicly explained. Some of the officials concerned had previously been removed from their posts or are under investigation. Reuters reported that the party formally expelled 33 officials during the plenum, including former Politburo members Ma Xingrui and Zhang Youxia.

The party leadership presents the measures as part of the fight against corruption and poor compliance with party decisions. According to AP, President Xi Jinping has made loyalty and discipline recurring themes of his rule since taking office in 2012. AP wrote that the leadership also acknowledges that violations and inadequate policy implementation persist.

The high level of absenteeism mainly illustrates the extent of personnel uncertainty within the party leadership. It is not independent evidence that all absent members are guilty of corruption or political disobedience. Some absences may have other causes, but the party does not always publish details about them.

The meeting also has implications for succession within China’s power structure. The plenum established that the next party congress will be held in Beijing in the second half of 2027. Xi could be reappointed as party leader there. Whether the personnel changes anticipate further selection based on loyalty has not been established.

For the Netherlands and Europe, the key point is that the campaign is not only about individual corruption cases. A party leadership that places greater emphasis on loyalty and internal control may reduce predictability for foreign governments and companies when personnel decisions are more quickly interpreted as political signals. That is a potential risk from this perspective; no such policy change has been announced.

The hard figures therefore say mainly something about the party’s internal condition, not directly about support among the Chinese population. Assessing Xi’s position of power will also require later appointments, official investigations and the implementation of the new policy.

Centre

Arguments A large party may need disciplinary rules to limit corruption and arbitrary governance. The institutional question is whether investigations are predictable, subject to oversight and not driven solely by political considerations.

Values Administrative stability, legal certainty and responsible government.

Consequences Greater discipline could make policy more consistent, but unclear procedures may increase uncertainty and distrust.

Right

Arguments China benefits from a strong, united leadership that combats corruption and preserves administrative capacity. From this perspective, foreign criticism should not obscure the fact that fragmentation and corruption also create economic and security risks.

Values Order, national sovereignty and effective state power.

Consequences A stable leadership can support long-term policy, but a closed system can also allow wrong decisions to persist for longer.

The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
