Russia's security service, the FSB, said on Sunday that it had detained a minor following information from the United States about possible preparations for an attack in Moscow. According to the service, the threat concerned the Tsaritsyno Museum-Reserve.
The FSB said the Russian boy was detained after posting footage on TikTok in which, according to the service, he wore tactical clothing and held an object resembling an automatic weapon. Photographs allegedly taken in the Tsaritsyno area were also published.
The service said Russian security agencies had checked the information together with the National Guard, the Interior Ministry and the Investigative Committee. The FSB referred to preparations for a terrorist attack, but the public statements contain no confirmation that an actual weapon or other means of attack was found, or that an attack was imminent.
The detention follows an American warning received by Russia on Saturday. The US embassy had warned of a possible attack with many casualties in Moscow. The Russian authorities subsequently said they had taken appropriate measures.
The new report does not make clear exactly how the American information and the social-media posts were connected. It is also not known whether the minor has been formally charged, what his motive might have been or what legal proceedings are under way against him. As he is a minor, further personal details have not been made public.
Reporting so far is based on statements by the FSB and on reporting by the Reuters news agency, which in turn relies on the Russian state news agency Interfax. Independent confirmation of the alleged plans, the contents of the American tip and the precise circumstances of the detention is lacking.
For Moscow, the case is chiefly relevant because an American security warning and a Russian detention have now come together in one case. That says nothing yet about the reliability of all the underlying allegations. It is clear, however, that Russian security agencies considered the warning serious enough to involve several bodies.

- The FSB says it has detained a minor.
- The FSB says it checked information from the United States.
- The alleged attack plans and the motive have not been independently confirmed.
Left
Arguments A security warning may justify cooperation, but governments should be cautious about applying serious terrorism labels when evidence and procedural information have not been made public.
Values Due process, proportionality and the protection of minors.
Consequences Hasty classifications can deepen mistrust and stigmatisation; insufficient action, on the other hand, may miss genuine threats.
Centre
Arguments The warning should be investigated seriously, while conclusions about guilt and motive should await verifiable facts and legal proceedings.
Values Security combined with institutional diligence.
Consequences A transparent procedure can support both public calm and trust between security services.
Right
Arguments The authorities must intercept potential attacks at an early stage, even when signals come from social media and the person involved is a minor.
Values Public safety, order and a strong state.
Consequences A tough approach can reduce risks, but increases the need for oversight to prevent the abuse of security powers.
The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
