The German Bundestag debated on Friday a bill that, under government plans, would allow Autobahn GmbH to take out loans itself from 2027. The proposal is intended to enable long-term financing for construction and maintenance, but faces criticism from the opposition and the German Court of Auditors.

Autobahn GmbH has been responsible since 2021 for the construction, maintenance and operation of Germany’s motorways and other federal trunk roads. Until now, the organisation has been financed directly from the federal budget. The government wants to change this with a model based on three pillars: budget funding, user financing and private capital.

According to the Bundestag, the government wants to give Autobahn GmbH limited borrowing capacity. The organisation would then be able to raise loans and issue bonds on the market. Revenue from part of the lorry toll is to be used to service the debt. After its first reading, the bill was referred to the transport committee.

The government says the current annual budget cycle provides too little certainty for projects lasting decades. Transport Minister Steffen Bilger said, according to ZDFheute, that more stable financing could accelerate modernisation and reduce project costs. According to the government, the proposed arrangement should also help address the road network’s growing maintenance needs.

The German Court of Auditors warns instead of the long-term financial consequences. According to its criticism, interest and repayments could later restrict Autobahn GmbH’s room for manoeuvre. It could also be cheaper for the federal government to borrow money itself and finance the infrastructure directly from the budget.

A second objection concerns the debt brake. Because Autobahn GmbH is a separate legal entity, the organisation’s loans would not be visible in the federal budget in the same way. Opposition parties therefore spoke of a possible shadow budget and warned that the taxpayer would ultimately bear the risk.

The proposal is not yet law. Further consideration will take place in the parliamentary committees. Under the current plans, Autobahn GmbH could take out loans from 2027. For Dutch road users, the issue is mainly relevant because Germany is an important transit route for goods and people in Europe; no direct consequences for Dutch tolls or projects have been announced.

Centre

Arguments An institutional approach seeks stable multi-year financing with transparent conditions, oversight and clear limits on Autobahn GmbH’s debt.

Values Continuity, financial soundness and parliamentary scrutiny.

Consequences A mixed model could speed up maintenance if risks and costs are properly contained, but it requires robust reporting and oversight.

Right

Arguments A right-wing approach emphasises that users and private capital markets can help finance necessary infrastructure more quickly without complete dependence on annual budget decisions.

Values Efficiency, responsibility and investment capacity.

Consequences Faster construction and maintenance are possible, but interest, repayments and ultimately public guarantees could burden taxpayers.

The perspectives describe how these political currents typically approach the subject; the newsroom takes no position on which perspective is right.
